I've heard good things about ScubaJunkies. I went with Uncle Chang's...in dire need of new equipment but definitely a great time. The only advice I can give for Sipadan is to be alert for shark sightings. I missed a hammerhead sighting by 2 seconds and kicked myself for it. But if you aren't lucky enough to spot any sharks, definitely give "Turtle Patch" a go...you're guaranteed to swim with schools of turtles the size of small cars. Pretty sweet.
