Our Mission: 
Dreams Can Be Foundation is a US 501 c3 nonprofit charitable supporting organization and a Brazilian NGO dedicated to aiding street children and impoverished youth in Brazil. We work in partnership with local organizations and NGOs to provide: education, moral and social development, humanitarian relief, and the offering of opportunities where there were none before.



We envision all children of Brazil having the means to realize their hopes and build their dreams.

What We Do: 
Who We Are: Dreams Can Be Foundation (DCBF) was created by American and Brazilian citizens who came together in a spirit of cooperation to create opportunities and provide humanitarian aid for Brazilian street children and at-risk youth. Dreams Can Be counts today such organizations as Cirque du Soleil, American Airlines, TAM Airlines, Pernod-Ricard, the Brazilian American Chamber of Commerce, The American Consulate and many others among our friends. Today we invite you to become one too.



Our Cause: While the problems faced by youth from Brazil’s popular classes are well known; the situation of children and youth in Brazil is particularly precarious. Recent changes in the country's economic picture have not been effective in addressing issues affecting the mass of children already living or at risk of living in the streets. Migration into large urban centers and the concentration of impoverished populations in the outskirts of capital cities force children into begging and looking for small informal jobs in central areas. Contributing and consequent problems are illiteracy, disease, delinquency, drug abuse, prostitution, and human rights violations. Street children and at-risk youth lack access to educational and health services, while the country still lacks safety networks capable of supporting the implementation of existing, model legislation which has not yet been enforced.



No matter the reason, in many cases programs and projects serving street children, and at risk youth are often the only social resource available to these children and their families; especially in more remote areas such as the northeast region where they experience even more acute misery as the local suffers from drought and is itself competing with South Africa for ranking at the very bottom of the GINI index in disparity of wealth for a country of significant size in the world. One of the starkest dimensions of both deprivation and inequality is that over a quarter of the population over 15 years of age is illiterate.



How We Help: DCBF supports programs, projects and NGO’s both small and large that work directly with children in the most-needy communities in Brazil. We work in partnership with grassroots organizations and community-based groups in various ways to promote stability within their individual organizations. We work with programs offering street children and impoverished youth activities that teach discipline as well as provide opportunities for peer-interaction, increased self-awareness and the cultivation of self-esteem. These are life skills which will aid them in becoming responsible and happy citizens. We aim to raise awareness of the value and abilities of children from low-income communities by removing existing barriers in order to offer them better education and advocacy on their behalf.



Organization History & Accomplishments: Dreams Can Be Foundation was established in 1999 by Lisa Urgo to benefit the “street children” of Brazil, after having worked for 15 years in the music business as a manager, producer and publicist of Brazilian Music and Jazz. DCBF was created as a nonprofit, tax-exempt 501(c)(3) organization in February 2001 and received the equivalent Brazilian status (a nonprofit civil association of public interest (OSCIP/NGO) in June 2002. With offices in Johnstown, PA and Rio de Janeiro, Brazil we have been able to maintain a hands-on approach towards programs and projects that are located within Brazil.



A Partnership with Dreams Can Be: We bring with us not only the NGO/OSCIPS status that would enable your corporate entity to reap the benefits of a Brazilian tax deduction, we also are an American 501c3 charity required to report all our financials in a transparent and responsible manner to be in-line with American IRS tax codes in order to maintain our charitable status. This is a mechanism that assures transparency of donor funding. Dreams Can Be also submits these tax filings to an annual audit for further integrity of its financial claims.



Dreams Can Be Stewardship: Though DCBF supports social programs mainly through financial contributions, we consider ourselves to be social entrepreneurs and are constantly finding new and creative ways to apply our many years of experience in the business world to the social issues arena. This business background gives us the added perspective of understanding the needs of a corporate entity fulfilling its social responsibility objectives, while at the same time fulfilling our mission of aiding impoverished youth in Brazil.
